Hazelnut Congress Evaluation, Sales, Standardization, and Organization Report
Conversion Credits:
1-Labor costs, medication expenses, garden harvest cleaning, threshing and drying work, transportation costs, and conversion loans are considered.
2-The first installment of conversion loans is paid in October or November, the second installment in April, and the third installment in July as collection expenses.
3-The term of conversion loans is one year, not to exceed the first harvest season.
4-Increasing establishment, improvement, and equipment loans to 50 decares and allocating a normal agricultural loan within the limit of one hundred thousand liras to local Agricultural Banks and a maximum of two thousand liras to one person.
5-It is deemed appropriate to consider the loans to be granted to cover the costs of the operations to be carried out by the producer to reestablish the threshing site within the scope of equipment loans.
6-In general deferrals, the payment of installments after the last installment year must be ensured.
7-Installment periods should be determined according to local circumstances as September and October.
In addition to these, the hazelnut bank and legal penalties discussed at the congress were also reviewed:
Hazelnut Bank:
1-It is essential to establish a bank for the full evaluation of the hazelnut crop and to facilitate the work of producers and traders quickly and easily. It has been unanimously decided that a hazelnut bank should be established as soon as possible in the form of a joint-stock company with the participation of traders and producers, by setting up organizations in the district centers of our hazelnut region, with its headquarters in Giresun.
2-Considering the above points that producers and traders must comply with regarding the value of hazelnuts, it was decided to submit to higher authorities the necessity of preparing and enacting the necessary draft law for the cultivation, protection, and evaluation of hazelnuts.
General Section:
1-That the hazelnut congress be held every three years and that the location of the congress be determined by the Ministry of Agriculture;
2-That a hazelnut committee be formed at the Ministry of Agriculture with the participation of the relevant organizations and that the committee meet at least once a year;
3-The participation of one representative each from the Ministry of Agriculture and the Faculty of Agriculture of Ankara University in the annual general congresses of Fiskobirlik;
4-The rejection of the proposal made at the General Assembly meeting regarding the inclusion of hazelnut shells among fuel materials based on their consumption status in the region;
5-The motion submitted by the Turkish Agriculturalists Association participating in the congress shall be sent to the Ministry of Agriculture as an annex to this decision;
6-It was jointly decided that the congress report and decisions shall be printed by the Ministry of Agriculture and sent to the relevant organizations and institutions.
